CWSRF Environmental Benefits Reporting (CBR) Database

DNR and IFA are required to populate EPA’s CBR database with information on each project funded through CWSRF.
       DNR SRF Coordinator enters the following information within one month of receiving the Loan Term Sheet:
o   Borrower information, including DUNS number, population, city, state, zip+4, and Congressional district.
o   Agreement Execution Date
o   Tracking #
o   Initial Amount
o   Effective Interest Rate
o   Repayment Period
o   IUP Year
o   Project Description (from IUP)
o   Project Dates
o   Planning and Design Only Checkbox
o   Needs Category and Percent
o   Discharge Affected (Surface)
o   NPDES Number
o   Waterbody ID
o   Project Location
o   Contribution to Protection or Restoration of the Waterbody Uses
o   Project Comments
       IFA Financial Officer enters the following information before the end of the fiscal year or when the information is available:
o   % Funded by SRF
o   Funding is complete checkbox
o   Date funded amount was finalized
o   Final Amount
       CWSRF Team Leader enters the following information before the end of the fiscal year:
o   Wastewater Volume (Design Flow)
o   Project Improvement/Maintenance of Water Quality
o   Other Uses and Outcomes
       For nonpoint source projects, DNR SRF Coordinators enters the following information before the NIMS deadline:
o   Aggregated nonpoint source loan numbers and amounts by EPA needs category

CWSRF Phased Projects

DNR SRF Coordinator:
       Uses Loan Term Sheet to determine if a Planning and Design Loan was paid off and for what amount.
       Enters the following information in CBR on the appropriate P&D loan screen.
o   Funding is complete checkbox
o   Date funded amount was finalized
o   Final Amount
       On the Construction loan screen:
o   Marks “Incremental Funding” checkbox
o   Enters Phase
o   Selects appropriate P&D loan under “Original Tracking #”
       If the previous phase was a Construction loan, selects previous CS1920 number under “Original Tracking #” and checks “Same Environmental Results”
