The U.S. Environmental Protection Agency released the final version of its "Drinking Water State Revolving Fund Eligibility Handbook" in late June 2017.  The handbook emphasizes that the purpose of the DWSRF is to help carry out the public health protection goals of the Safe Drinking Water Act.  It outlines which water systems are eligible to borrow, provides examples of projects that may and may not be funded, and discusses various ways states are using the DWSRF set-asides.
